Rules for Equipment and Storage capacity
Every character unless completely or mostly undressed can carry up to 18 equipment slots worth of gear.
Each piece of equipment costs one equipment slot no matter where it is placed. It also almost always has an item slot value in its stats, this stat shows how many item slots worth of weapons, items or tools can be stored in or on that piece of equipment.
Each item,tool or weapon has an item slot value as well, however on these items the value shows how many item slots it takes up to store it. If the item,tool or weapon isn't stored inside a piece of equipment it is considered as a piece of equipment on its own and takes up just as many equipment slots as it would item slots.
Most regular pieces of equipment such as jeans/pants or forehead protector have around 1 to 4 item slot storage capacity due to their nature of design not being meant as a storage for such things, but could be utilized as such. (hiding a shuriken or an explosive tag or another tool like a mirror underneath the forehead protector for example.)
Some pieces of equipment such as a Chuunin Flak-jacket or Metal Gauntlets are meant both for protection as well as item storage and can store between 12 to 30 item slots worth of items,tools and weapons. This because these types of equipment have a multitude of pockets, holders and hidden compartments mounted on them for such a purpose.
Then there are specialized types of equipment meant specifically for item storage purposes, these include but are not limited to things like a backpack, shoulder pouch, leg pouch and Abdomen pouch. These pieces of equipment usually give little to no protection to the equipped area and likewise hold little to no 'special effect' capabilities. However aside from sealing scrolls they are the best thing for shinobi who want to carry around large amounts of tools and/or weapons. These items can usually store between 25 and 200 item slots worth or tools,items and weapons. However some of this equipment will significantly slow down the user or only be useful for specific forms of items, tool and weapons. In some cases drawing these objects from their storage will take longer than if stored otherwise. (Drawing a kunai into your hand from a leg pouch is much faster and easier to perform than drawing one into your hand from the back pouch of your backpack for example.)

Armor Value and benefits
Nobody likes to get wounded, and blocking a knife with your bare hands or just putting your bare shoulder in the way of a blast of lightning would probably result in just that if not worse. It's not for no reason that most if not all warriors in the world that set out for the battlefield wear armor or other forms of protection equipment. Pieces of equipment in this game have a stat called AC, which stands for Armor Class and represents the equipment's armor value. The character himself can likewise have Armor Class but usually no more than 2 due to the high stat requirements for having it any higher. Armor class shows how hard an object or a person is to wound or pierce due to how hard their exterior and/or interior are shaped. An Armor Class of 1 will block all damage up to the first point of HP damage the attack would deal. An Armor Class of 2 will block all damage up to the first 2 points of HP damage the attack would deal and so on.
In other words no type of armor will be able to withstand infinite amounts of damage and has the ability to be pierced, sliced to bits, broken or even incinerated. Likewise it can also be repaired using the craft skill (non-metallic equipment) or the blacksmith skill (metallic equipment.).
