Why?

Yorukasa loves butterflies, absolutely loves them. She's seen many kinds, so it's not difficult for her to picture them in her mind. She also thinks they make great illusions. They're beautiful, so people tend to pay attention to them. Having the will to fight is very important in battle, but when if she'd be able to take that away from someone? To get a target caught up in Genjutsu that causes him to crack and even break down?

How?

She plans to experiment with Genjutsu, practising on willing targets, until she's able to do exactly what she wants to achieve. She'd also search out people who could help her with developing this technique, should she not be able to achieve the wanted result on her own.

Description: This technique is used to scare, confuse, and/or startle a target. After forming the needed hand seals, the user sends forth a swarm of glowing light-blue butterflies from her sleeve. These butterflies will scatter and fly around seemingly aimlessly, while actually getting closer and closer to the target. From these butterflies, voices will be projected by the user. These voices could belong to anyone the target knows or nobody in particular. The user has full control of what the voices say. This could range from whispers to agonizing screams. Needless to say, the better the user knows the target, the more effective this technique will likely be.

Note:
- The user can only reproduce sounds he or she can make herself.
- When the user is reproducing a person known to the target, the user must pass an IMPERSONATION check against the target's SUBTERFUGE check each turn or the jutsu is dispelled.

Added limits and upped the cost, this is an improved genjutsu version of a ninjutsu and the limits and cost should reflect this.
Also using the same reasoning for how and why do not impress me either.

I disagree with the following point:

- The user can only reproduce sounds he or she can make herself.

Can you give me a sound reasoning why you would implement this rule, because it makes no sense to me.

Also, I think the cost in unfair when compared to the ninjutsu, as this is merely an illusion cast on 1 individual, rather than being able to fool an entire group of people simultaneously.

You made this jutsu look way too much like the empty chicada shell techique, making learning this technique completely useless, as that simple D-rank ninjutsu is way better, should you limit me to only making sounds I can produce, while I'm only targeting 1 person.
